Fuzhou Is Stepping Up Efforts to Build a “Marine Granary”
Continue to Enhance the Reputation of Distinctive Fishery Brands such as Abalone, Kelp, and Eel
On April 17, the Fuzhou Municipal People’s Government presented a report to the Standing Committee of the Fuzhou Municipal People’s Congress on the ongoing efforts to advance the development of the “Marine Granary” and to build a pilot zone for practicing the general food philosophy. According to the reporter, Fuzhou is accelerating the building of the “Marine Granary” and promoting the continued enhancement of its distinctive fishery brands, such as Fuzhou abalone, kelp, and eel.
In recent years, leveraging the opportunity to build a national marine economic development demonstration zone, Fuzhou has vigorously promoted marine farming and fisheries. The city is actively building a pilot zone for practicing the “General Food Philosophy”, expanding deep-sea and far-sea aquaculture, and developing the “1+6+4” marine scientific innovation system, with many of these pioneering experiences being promoted across Fujian Province. These efforts have effectively driven the high-quality development of Fuzhou’s marine economy.
Going forward, Fuzhou will focus on transformation and upgrading by launching the Aquatic Seed Industry Revitalization Action, fostering new aquatic species adapted to local natural conditions, establishing large-scale fish seed industry bases, and upgrading and transforming national and provincial-level quality aquatic broodstock farms. The city will also implement High-quality Deep-sea and Far-sea Aquaculture Development Action by constructing deep-sea and far-sea aquaculture farms and striving to attract more deep-sea and far-sea platforms to Fuzhou. Support will be provided to Lianjiang in piloting property registration for deep-sea and far-sea aquaculture equipment and establishing a disaster prevention and mitigation monitoring system for the concentrated deep-sea and far-sea aquaculture zones. To implement the Special Action to Boost the Development of Distant-water Fisheries, Fuzhou will optimize the “Ten Policies for Distant-water Fisheries”, support enterprises in stabilizing production, extending the industrial chain, and exploring new fishing grounds. Financial support will be strengthened alongside accelerated disbursement of incentive funds and guaranteed service provision with all efforts.
Focusing on industrial synergy, the city will implement an industrial integration project in alignment with the philosophies of “industrial park development”, “guidance by leading enterprises”, and “an entire fish industry chain” centered around the deep and refined processing of key categories such as abalone, kelp, and surimi. Efforts will be made to grow and strengthen local specialty advantageous industries such as Fuzhou fish balls, eel, abalone, and Fotiaoqiang. A brand promotion project will be promoted to enhance the reputation of Fuzhou’s specialty fisheries and to secure national and provincial brand honors. Plans include building a “Fuzhou Seafood” brand promotion base and organizing high-profile Fisheries Week and Fisheries Expo with high standards. Fuzhou will also implement special initiatives to enhance marine technological innovation, promote the application of new technologies, products, and scenarios in the marine sector, strengthen the development of the Fuzhou Marine Research Institute and the Fuzhou Marine Food Research Institute, and accelerate the transformation and commercialization of scientific and technological achievements.
The reforms in marine aquaculture rights will be deepened. Banks in Fuzhou will be encouraged to collaborate more closely with primary organizations to introduce more financial products that are easily approved for fishermen with preferential interest rates. The city will also explore pilot programs for the social services of fishery vessel inspections, whereby private fishery vessel inspection service providers will be contracted through government procurement to separate inspection and management in fishery vessel inspection.
